The “No-Lepra Prefecture Movement” means that doctors, officials, and policepersons found where the lepers were living and forced them to move to isolated sanatoriums far from their residential area. Before WWⅡ although lepers were usually feared and despised, they could sometimes remain near their communities. After WWⅡ, as a result of the New Democratic Constitution, under the mask of public welfare, they were declared a menace to society. Other citizens co-operated with the government and spied out the people who looked like lepers and told the public offices about them.
Once one was regarded as a leper, he/she was forced to get into the car from the public office by men wearing white robes and masks, and sent to an isolated sanatorium, and the remaining family had to endure the eyes of discrimination. The houses where they had lived were sterilized with white chemical by the public health center after the patients had gone.
That was the beginning of the imprisonment of lepers and breakdown of lepers’ and their families’ human rights.
This book was published as the result of research done by a group of varied specialists; legal experts, lawyers, historians, doctors, activists, and so on.
Therefore readers can see how cruel the policy of absolute isolation for the lepers was, and gain deep insight into the lives of people with chronic or life threatening conditions in Japan.
